The Basic Industry Observation example says of the effectiveTime:

<!-- SHALL low/value. The low value reflects the start date of the stated industry -->

However, the actual template says no such thing. What probably happened here is that we copied the example forward from the Basic Occupation Observation example, which does say that the effectiveTime SHALL have a low, and forgot about the fact that the Industry template doesn't actually need one.

So I think all we need to do is update the Basic Industry Observation example to agree with the Basic Industry Observation template (ie by making sure the example doesn't say you need an effectiveTime/low). But one way or another we need to make sure the template and the example agree.
