While I was looking at the Patient Referral Act, I noticed that the statusCode is required to be "active". In other words, if you've got an inactive referral, you just can't send it at all!

Looks like this template is super old and nobody's thought about it in a while, but referrals are part of USCDI now (which is how I found this!) so that's likely to change. Should we allow the full ActStatus value set here instead?
