    Description

      CDA-2035 was reverted in 3.0; the binding on routeCode.translation shouldn't be required (since then you can't have any other translations from any other value set!)

      That said, there's one other kink in this one; the original scope of CDA-2035 as applied only fixed this issue in the Immunization Activity, although it's equally applicable to Medication Activity, Planned Immunization, and Planned Medication! Do we think that 3.0 is a good time to apply it to those other areas as well? I'd say so (I mean, what's the alternative? Write up a different Jira tracker for them and apply it at some unspecified point in the future?) but I'm open to arguments against that.
