      Will update the Coverage Activity and Policy Activity templates as follows:

      1) Update Coverage Act.effectiveTime note to state:
       - "Details on a specific Policy coverage period, or self-pay period, systems can record an additional time inside the Policy Activity/coverage-target participant. Systems may prioritize the policies using the sequenceNumber."
      2) Add the following note to Policy Activity.participant:coverage-target.time: "This records the policy coverage period, or self-pay period."
      3) Remove the mistakenly added effectiveTime from the Policy Activity template (do not include it in the template, but it is allowed per base CDA model)

    Description

      I wish I'd noticed this a few months ago, but I missed the 2023-10-19 call where we apparently voted on CDA-20771. I think representing the period a policy is active using the policy's effectiveTime is all well and good on its own... except the Policy Activity template currently does call out that a covered participant SHOULD have [0..1] time.

      If we're adding an effectiveTime to represent the coverage dates, what are we doing with the participant's time? Do they both mean the same thing? We should at a minimum have some guidance for the participant/time explaining what's up with it.
