Need to align template design with profile design for acheivementStatus information. The ProgressTowardGoal information needs to align with what can be expressed in the FHIR model. (Goal Achievement vs Goal Achievement Status). These don't appear to be saying the same thing.  And, if we need the date of the Goal Achievement evaluation, then an effectiveTime should be added to the Progress Toward Goal Observation.
