Description
In CDA-20026, it was agreed that for Procedure Activity Observation and Procedure Activity Procedure templates, the cardinality for both telecom (CONF:1098-7737) and addr (CONF:1098-7736) elements under performer/assignedEntity/representedOrganization should be relaxed from 1..1 to 1..*.
Similar changes should be applied to the Procedure Activity Procedure (V2) template published in the Companion Guide.

The representedOrganization, if present, SHALL contain exactly one [1..1] telecom (CONF:4515-7737).
The representedOrganization, if present, SHALL contain exactly one [1..1] addr (CONF:4515-7736).
To:
The representedOrganization, if present, SHALL contain at least one [1..*] telecom (CONF:4515-7737).
