      Add new MAY constraint on translation with a dynamic binding to the NDC code system. Also add an example showing use of the translation for NDC.

      Note that the template does not prohibit this already. This change makes it explicit that it is allowed.

      We will not change the requirement for the use of RxNorm because that code system is best for interoperability.

    Description

      The ONC has updated USCDI V3 to allow National Drug Code (NDC) Directory as an optional vocabulary standard for the Medications data element. So NDC is now an allowed alternative to RxNorm for drug codes. In order to maintain consistency with USCDI I recommend we update the Medication Activity (V2) template accordingly to allow NDC in the manufacturedMaterial partipant.
      This issue might also require vocabulary changes but I am creating the issue under CDA as a first step as recommended by Brett.Marquard.
