why is use of "originalText" and "name" a SHOULD?

      This template is used when the medication has to be described by using a set of identification attributes that may include the name and/or the product code but that are not limited to them. For example for cross-borders exchange.

      In this contexts the name is optional (see e.g the IPS data set in ISO 27269)

      For the other cases the UV Medication Information (simple) (2.16.840.1.113883.10.21.4.10 ) template should be used instead.

    Description

      Please explain why "originalText" and "name" are "should" rather than "shall" - isn't it necessary to have a record of medication?
