    Description

      Intervention Order data type has no “RelevantDatetime” nor “RelevantPeriod” attribute defined in QDM. Intervention Performed has these elements while Intervention Order has only “author date time”. 

      If a QRDA I file is submitted containing “Intervention, Order” with the author date time and an effectiveTime(due to the conformance to the Planned Act Template which contains effectiveTime attribute). This effectiveTime should not be assigned to “Intervention, Order” relevantPeriod because “Intervention, Order” relevantPeriod (or relevantDatetime) does not exist.

      In evaluating the below logic, the presence of effectiveTime in Intervention Order template will cause confusion to the Measure engine

      Coalesce(start of ComfortMeasures.relevantPeriod, ComfortMeasures.authorDatetime)

      Can we tighten the conformance statement on the Intervention Order template to not allow for effectiveTime so that it would reduce the confusion and the possible wrong outcome evaluation?
