      The note in the C-CDA Companion Guide Observation states: "The effectiveTime represents the relevant time of the observation. A patient's "gender identity" may change and using effectiveTime/low and effectiveTime/high defines the time during which the patient had identified as specified."

      We don't usually add guidance around creating a new Observation where there can be different values over time.

    Description

      When gender identity changes over time (CONF 4515-33033), is the expectation that a new (gender identity obs) entry be created/added to the document specifying the new identity with its new effectiveTime? If so, could the note explicitly state that historical gender identity entries (and their associated effectiveTimes) should never be lost or overwritten, but rather a new observation entries should be created
