We will update the Healthcare Agent Appointment Section to bind the @nullFlavor to a new value set called  No Healthcare Agent Included Reason which contains concepts that align with a corresponding value set in the FHIR ADI guide which is bound to Composition.section.emptyreason. Also will update the Healthcare Agent Appointment Section to have the following description: This section records the appointment of healthcare agents. It should include appointment of a primary healthcare agent and may include an alternate healthcare agent and a second alternate healthcare agent. It should indicate when each healthcare agent was appointed, and should indicate if and when the role has been accepted. It may include other information relating to specific powers granted to or limitations placed upon the healthcare agents. If no healthcare agents have been appointed, the section SHALL explicitly indicate the reason why no information is included for healthcare agent appointments by using the nullFlavor attribute for the section and choosing an appropriate value from the No Healthcare Agent Included Value Set. Below is a mapping table that shows how the CDA and FHIR value sets align.
