    Description

      Assuming the intent of this conformance statement is to say "these translations SHOULD be SNOMED codes," AFAIK the more standard way to do this is to say "MAY contain zero or more [0..*] translation, which SHOULD be selected from CodeSystem LOINC (urn:oid:2.16.840.1.113883.6.1)," as done, for example, in the C-CDA Result Observation. In other words, there shouldn't be a constraint on the @codeSystem itself at all.

      Also note that as written, any translations that aren't SNOMED codes will violate this SHOULD and trigger schematron warnings, but since it's only a SHOULD that's probably fine.
