Existing Wording

The current Payer Section "REQUIRES" (SHALL 1..*) a prior authorization. There will not always be an authorization every time coverage is used/communicated in the Payer Section. Proposed Wording

The proposal is to change contain at least one [1..*] entryRelationship (CONF:1198-8939) to "MAY contain [0..*] entryRelationship (CONF: 1198-8939)
