The JIRA template does not support changes in THO based on use in R5. Thew artifact that needs to change is https://www.hl7.org/fhir/valueset-all-languages.html
The intent of this value set is to represent human languages. It apparently was defined for V3 and is used in many V3 artifacts with the OID 2.16.840.1.113883.1.11.11526. The "definition" seems to be different in each place ce you find this value set. In the current CCDA the definition mentions RFC 5646 (the correct language RFC) and notes the correct IANA expression components: http://www.iana.org/assignments/language-subtag-registry/language-subtag-registry but points to an old us.gov ISO 639-2 page for "the value set." FHIR seems too have done a better job with a code system of urn:ietf:bcp:47 in value set AllLanguages https://www.hl7.org/fhir/valueset-all-languages.html but that has a different OID 2.16.840.1.113883.4.642.3.21.
Vocab owns the V3 value set. Solutions are to align the V3 set to the same as the FHIR set and just accept there are two value sets that are identical, or so change CCDA to use the FHIR one and search to fid if other V3 artifacts should also migrate, leaving the V3 value set to wither away and eventually not be used.
