Existing Wording

IIRC there's already been some discussion on this one, so I hope I'm not reopening a can of worms... Requiring a DI number for the UDI Organizer template in Appendix B means that there's no valid way to send this template without this specific piece of information, even if other info about the implant is available: b. This value SHALL contain exactly one [1..1] @extension (CONF:4437-3431). But in some cases (for example, patient-reported implants), some data about the implant may be available even though this isn't. Is it actually forbidden by design to send partial information here? If so, it might be worth making a mention of that in this appendix.
