Proposed Wording

Update the conformance statement to state SHOULD be selected from the HL7ActCoverageType value set: SHALL contain exactly one [1..1] value with @xsi:type="CD", where the code SHOULD be selected from ValueSet HL7ActCoverageType urn:oid:2.16.840.1.113883.1.11.19832 DYNAMIC (CONF:4444-28973).
