      QRDA Schematron Error In SubstanceRecommended: SHALL contain exactly one [1..1] effectiveTime (CONF:1098-30468) such thatThis effectiveTime SHALL contain either a low or a @value but not both (CONF:1098-32947). This may also be an issue with the Implementation Guide. It is unclear what QDM Attribute would be reported as this effectiveTime for Substance Recommended (Note: This effectiveTime represents either the medication duration or the timestamp when the single administration should occur). In QDM, Substance Recommended only has an Author dateTime. What time would be expected to be reported here?
