      Existing Wording

      Because Reason (V3) is not explicitly contained in every template but is available for use to state reason for not done in template (when negationInd is true). Guidance needs to be provided about where the Reason template should be placed when reporting "Not Done" with a reason to avoid potential ambiguities.
