Proposed Wording

Remove this conformance statement. Maintaining the Vaccine Clinical Drug urn:oid:2.16.840.1.113762.1.4.1010.8 value set is very problematic and as of June 2019 is not maintained in VSAC. It is very likely that NO ONE translates the CVX code into an RxNorm code when creating a C-CDA document. This was defined when there was some interest, no dissipated, to move away from CVX and use RxNorm for vaccines. The mappings do exist and will continue to exist so can be used when needed but there is no need to keep this explicit translation in the guide.
