Existing Wording

In the Goal Observation template, the status is currently hardcoded to "active": SHALL contain exactly one [1..1] statusCode (CONF:1098-32333). a. This statusCode SHALL contain exactly one [1..1] @code="active" (CodeSystem: HL7ActStatus urn:oid:2.16.840.1.113883.5.14) (CONF:1098-32334). In the corresponding FHIR US Core profile, 9 different statuses are allowed for goal status: http://hl7.org/fhir/valueset-goal-status.html See also STU comment 1278

Proposed Wording

Recommend updating the Goal Observation template to be bound to a broader value set from HL7ActStatus that allows support for functional equivalent statuses to those present in FHIR US Core.
