For cases where information about newborn's time of birth needs to be captured. c. MAY be precise to the minute (CONF:1198-32418).

      Proposed Wording

      It is unclear whether the intention here was to preclue nullFlavor. The Schematron has been written so that if you don't have a year it errors (i.e. precludes nullFlavor). Was this the intention (2015 ONC requirements state that technology should allow null value when birth is unknown)? If this is not the intention, change Schematron to allow nullFlavor.
