Proposed Wording

The schematron throws an error when a code element is present with any @codeSystem besides LOINC. It should throw a warning in that case, and an error only if the code element is completely missing. This is not a custom schematron, so it can (and should) be fixed in Trifolia's model before other IG's make use of the Goal Observation.
