Proposed changes outline formatting messed up

The outline of proposed changes at the end of this section has messed up numbering. The top level has only a single item "General" so I think that was meant to be a header? Then under item "a", some of the sub-items have lower-case Roman numerals but the last one is "b". I suspect this might be an MS Word style configuration problem?

If we have to do another ballot for 2.9.1 then we should clean this up. On the other hand if the current ballot passes then I think we would just delete that outline so in that case disregard this issue.
