Add Support for exchanging Gender Harmony Concepts in v2

      Several US jurisdictions require the inclusion of Sexual Orientation (SO) and Gender Identity (GI) in data exchange already: CA for reporting of COVID related lab results, NJ for ALL lab orders and results reported to Public Health.
      While we were able to provide guidance using existing v2 mechanisms: For CA see here: https://confluence.hl7.org/display/OO/Sexual+Orientation%2C+Gender+Identity%2C+Administrative+Sex%2C+Birth+Sex+etc and more recently for NJ see here: https://confluence.hl7.org/display/V2MG/Short+Term%3A+SOGI+Data+Exchange+Profile

    Description

      As part of the work by the Gender Harmony project (https://confluence.hl7.org/display/VOC/The+Gender+Harmony+Project) for their cross paradigm IG (balloting in Sept 2022) we have been considering solutions for v2 messaging of these concepts, which are not yet supported in the base standard.
      In order to support publication of this IG we need to provide the opportunity for a v2 ballot concurrently, to prevent any misalignment between the published IG and the base standard (can't have an IG that uses constructs that don't yet exist in the base, and potentially may never exist in the same way, depending on ballot outcome).
