      Multiple R4 implementation guides have defined similar profiles for knowledge artifacts including libraries, value sets, code systems, measures, and plan definitions. In addition, ongoing work in the quality measurement space has defined a terminology service and artifact repository from the perspective of quality measures, but the capabilities defined are generally applicable to the development lifecycle of any knowledge artifact. This generally applicable guidance, and the associated profiles and capability statements, are being incorporated into the R5 specification through the appropriate work groups, but having an R4 implementation guide with these same capabilities and guidance would enable better reuse and alignment in the R4 space for content management. The profiles in this proposed project would be refactored from:

    Description

      This project will define a FHIR Implementation Guide that supports domain- and realm-independent concerns across the content management lifecycle, including authoring, review, publication, distribution, and implementation. The IG will define patterns for four aspects of the content management lifecycle, Shareable, Publishable, Computable, and Executable, as well as profiles that follow these patterns for the various knowledge artifact resources in FHIR:

      • CodeSystem
      • ConceptMap
      • ValueSet
      • Library
      • Measure
      • PlanDefinition
      • ActivityDefinition
      • GraphDefinition
      • StructureDefinition
      • Questionnaire
      • ImplementationGuide

      In addition, the IG will define operations for:

      • ValueSet/$expand (as an extension to the base ValueSet/$expand operation)
      • Library/$package

      And CapabiilityStatements for:

      • Shareable, Publishable, and Authoring Artifact Repository Service
      • Artifact Terminology Service
