Use Case Value Metrics Framework

      The creation of a framework to document potential and realized points of value if one were to implement a specific use case.

      The intended use of the content will be to provide insight to others considering use case implementation or needing to determine the value of an implementation. It will provide guidance towards measuring points of value. This content will be very useful to organizations trying to justify standards-based implementations. The content allows for organizations to share their real-world experiences.

      The following is an initial list of stakeholders who could find value in the metrics framework:
      >Standards Reviewers, understand the points of value a specific use case offers to aide in the standards creation.
      >Hl7 Organization, offers the means for the industry to understand use case value in support of the goal to encourage the adoption of standards based solutions.
      >Regulators, identify values offered by a specific use case to resolve industry problems.
      >Implementation Guide creators, provides the means to make the industry aware of points of value a specific use case offers.
      >Implementers, offers the means to make the industry aware of realized points of value.
      >Implementers, offers the means to make them aware of potential points of value to watch for.
      >Promoter, someone looking for the potential points of value offered when considering to implement a specific use case.

      Promoter covers a wide range of stakeholders that could use this Value Metrics Data Store as an authoritative source of value information. These can range from Business Leaders and Architects to vendors creating products to reporters looking for supporting content, the list can go on and on. Simply stated it is someone who can benefit from having an understanding for the value a specific use case offers.

      An initial Value Metrics Framework has been created and contains attributes:
      • Type of Value = Abrasion, Accuracy, Clinical, Efficiency, Financial, Foundational, Market, Regulatory, Security
      • Description of Value
      • Measurement of Value
      • Real world experiences
      • Value Recipient = Payer, Clinical Provider, Admin Provider, Patient, Employer, HIE, Regulatory, Academic Researcher, Pharma, IT Vendor
      • Applies to Use Case Y/N

      Some work has been done to gather value metrics content. The Cambia Grove Innovator Fellowship program facilitated community sessions with use case experts to gather value metrics content for 31 use cases across HL7 FHIR Accelerators: Argonaut, CARIN, CodeX, Da Vinci, Gravity and Vulcan.

      The goals of this project are:
      • To determine where this framework will exist.
      • Establish some form of custodian governance.
      • To determine how it can be used to further encourage organizations to implement FHIR based and other HL7 standards.
      • To determine how it can remain open to future content contribution and expansion beyond the community of FHIR Accelerators.
