      Change to "restrictions on this element for specific protocols…"

      I envision that there are protocols and target where SFCU is irrelevant, as well as the above-mentioned administrative use. Can SFCU be constrained to 0..0?

      (Also "site specific" should be hyphenated.)

      Existing Wording:

      There may be restrictions on specific protocols or for specific targets. The value multiplicity for a specific protocol or target may be 1..1 or 0..1.
