We are not suggesting that anyone use this RSG template to replicate what's in the header. The value set used across all three product families for RSG is bound in FHIR using strength of Example, which for CDA would be MAY, and therefore is not expected to be used in any particular implementation. Because it is our intent to use the same value set across all three product families and we allow any implementation to specify another value set, the proposal to use the proposed value set runs counter to this intent.
