Description
In the Gender Identity template, we have:
SHALL contain exactly one [1..1] value with @xsi:type="CD", where the code SHOULD be
selected from ValueSet Gender Identity Core Concepts
urn:oid:2.16.840.1.113762.1.4.1021.106 DYNAMIC 2022-07-20 (CONF:4536-48).
But in the Individual Pronouns template, we have:
SHOULD contain exactly one [1..1] value with @xsi:type="CD", where the code MAY be
selected from ValueSet Pronouns urn:oid:2.16.840.1.113883.11.19755 DYNAMIC 2022-
07-20 (CONF:4536-61).
Why are these inconsistent? In particular:
1) The Individual Pronouns template should either change "SHOULD contain [1..1] value" to "SHALL contain [1..1] value" or else change it to "SHOULD contain [0..1] value"... but SHALL seems like the better choice here since it would be odd if the observation didn't contain a value at all. (What would be the point then?
2) Why is the value set binding SHOULD for Gender Identity Core Concepts but MAY for Pronouns? In particular, I could even see an argument for changing these both to SHALL since the IG gives explicit guidance on how to use nullFlavor="OTH" if you need to send a value outside the value set. Unless the bindings change to SHALL, that guidance is strictly just a recommendation and sending any code without using nullFlavor="OTH" is still allowed. Was that the intent here?
