An example of a use case is the snomed code:

*Name: *Transfusion of blood product (procedure)

*Concept ID: *116859006

which lists it as a procedure, but the FHIR Procedure resouce does not have a way to indicate quantity ( # units or # mL ), so that seems to make it closer to a MedicationAdministration... Thoughts?
