      The current expectation for implementers to understand the intended purpose of the doc-needed and info-needed sub extensions within the coverage-information extension is to read the associated element descriptions and, to a degree, infer the differences and specific use case for each - no guidance is provided outside of these limited element descriptions. 

      This is not an intuitive approach for implementers and there should be more explicit guidance regarding the intended purposes and implications of each within the IG and/or extension narrative.
