Hub processing of updates for non-current context should not be required

      It is stated in section 2.10.2.1 that "A FHIRcast Hub SHALL process a [FHIR resource]-update event even if the anchor context referenced differs from the current context".  This places an undue burden of complexity on the Hub to track and indefinite number of contexts (in a scenario where participating applications support many tabs) and implies that participating applications should process updates in the background.  Such processing is not an option for single tab applications and multi-tab applications applying updates in the background is likely unsafe from an end-user-verification standpoint. 

      Update events should be limited to updating the content of only current context.
