Why do profiles not derive from US Core?

      The Observation profiles cannot be derived from US Core because in 3.1.1 there were no generic US core profiles for generic observations. RelatedPerson and ServiceRequest did not have profiles at all.    In all cases, the profiles are aligned with US Core and the responsible work group has signed off on this approach.

      The Goal, CarePlan and Condition profiles all derive from US Core

    Description

      If this is a US Realm IG, profiles should derive from US Core. PA-related goal is the only profile I can find that does.  

      Where in the IG is this explained or justified?
