Acknowledge the limited value of performer estimate-only based measures

      The physical activity vital sign questions have been validated by research to closely correlate with actual physical exertion as measured by pedometers and other devices.  While not ideal, they are still useful - and given that large portions of the U.S. population do not have access to devices that could provide more objective measures, it's the best baseline we can reasonably achieve.  One of the purposes of the IG is to also provide supporting measures that are more objective.

      an understatement;
      what will population health benefit from estimates only by activity performers themselves?

      Better to include that more objective measure is needed for drawing hard conclusions.
