We propose to map to the substanceExposureRisk extension with a note that these instances won't conform to US Core AllergyIntolerance. We will look into having the extension modified so that it can conform to US Core, but this is not a dependency.

    Description

There was some discussion on a previous Connectathon that in the absence of a valid "No allergy to XX" (considering there are not many of these), that playingEntity would still map to AllergyIntolerance.code and that .verificationStatus would be set to "refuted".

For example, a C-CDA Allergy Intolerance Observation with playingEntity = Penicillin and negationInd = true could be mapped to a FHIR AllergyIntolerance with code = Penicillin and verificationStatus = refuted.
