At the FHIR ADI Community call on Fri. March 17, 2023, we reviewed the value sets called out in the Block Vote 6 tickets to confirm that, where applicable, we are using the same VSAC value sets as the CDA implementation guide to maintain compatibility.

This included PADIInterventionPreferencesOrdinalVS, which is a subset of the VSAC value set "Intervention Preferences at End of Life Grouping" https://vsac.nlm.nih.gov/valueset/2.16.840.1.113762.1.4.1115.9/expansion

Instead of defining our own redundant value set, we should point to this existing VSAC value set.
