Description
The artifactComment extension does not capture a date. Add a date element.
Also, artifactComment is insufficient for the use case, add an ArtifactAssessment profile of Basic based on the R5 ArtifactComment resource:

Note this should be done in CRMI and only the addition of the date element to the extension should be reflected in the QM IG
