    Description

      Some use cases for supplemental data involve returning patient-specific resources. For example:

      ```cql
      "SDE Observations To Be Reported to CDC":
         [Observations : "Some Value Set"]
      ```

      Since supplemental data elements evaluated at the population level function as accumulators, this would effectively result reporting patient-specific resources in population level reports, which from a practical perspective would be prohibitive.

      To avoid this, support the ability for a supplemental data element to be reported only for a particular report type:

      cqfm-includeInReportType code 0..* What type of report the element should be included in.
