    Description

      In FHIR, Person is NEVER allowed to be a focus of a reference as a participant. Author must be Practitioner, RelatedPerson or Patient. All humans (and animals) referenced in FHIR are always acting in one of these 3 capacities. FMG specifically prohibits role-less references. Whether the business prefers the term "Person" or "Patient" isn't relevant.
