      Current wording: 

      Describes the clinical usage of the measure

       

      Proposed wording:

      Allows measure developers to provide additional guidance so that implementers can more easily interpret and implement components of the measure.

       

      In addition, change cardinality of the guidance element on to 0..0 (because it is being deprecated in R5)

    Description

      Until https://jira.hl7.org/browse/FHIR-39605 is resolved (Drop guidance element from measure resource and provide language that the HQMF guidance field should be mapped to usage element in measure resource), provide more detailed description of the usage data element and how it maps to guidance from HQMF
