      This use case was not originally introduced during development. The scope for the IG to provide a map between human services directory content in HSDS format and FHIR resources to eliminate the need for each implementer to know how to map their local content to FHIR. The FHIR APIs were initially scoped to be read-only queries (service discovery) of human services directories by healthcare providers, payers, community-based organizations & platforms, and consumer applications using FHIR-enabled applications.

      This additional use case will be introduced during the ballot reconciliation process and marked to future consideration in a subsequent version of this IG.

    Description

      Another, distinct use case for querying a human service directory database is for analysis of aggregate resource data to assess resource availability in a given community and/or domain.

      Such analysis might be performed by a different type of user – a researcher or analyst, for the purpose of intelligence gathering, advocacy, policy-making, etc – for the purpose of, for instance, community asset mapping, evaluation of population-level health and well-being, etc.

      This use case is not specified here. We may not have carefully considered it on its own terms, although it also may be served in a minimally viable capacity by the same functions established for service discovery.

      We suggest the following text that could be included as a third bullet in the use case section: 

      • Analysis of aggregated services directory information (for community asset mapping, etc) to assess the effectiveness of resource allocation for meeting communities’ needs and addressing social determinants of health at a population-level.
