211 LA has not yet reached agreement with HL7, so the 211 LA taxonomy will be removed from this version (STU 1) of the IG and will not be referenced in either the code systems and value sets.

Instead, the IG will point to the code systems referenced in the Plannet HealthcareService profile for .category (HealthcareServiceCategoryCS http://hl7.org/fhir/us/davinci-pdex-plan-net/CodeSystem/HealthcareServiceCategoryCS ) and .type (ServiceType http://terminology.hl7.org/CodeSystem/service-type)

Because the 211 LA taxonomy cannot be referenced in HL7 specifications without a MOU between 211 LA organization and HL7, the Open Eligibility taxonomy will be used to create the value sets required to search these directories by category and type in lieu of being derived from the 211 LA taxonomy.

In addition, if FHIR-40366 HealthcareService category and type bindings – should extend plan-net bindings (https://jira.hl7.org/browse/FHIR-40366) is voted down and Brian Handspicker's recommendation is accepted, as documented in Brian's comment entered on 7/3/23, the HSD HealthcareService.category value set will only include codes that are in the Plannet Healthcare Service CategoryVS (http://hl7.org/fhir/us/davinci-pdex-plan-net/ValueSet/HealthcareServiceCategoryVS) minus 'Other' which is derived from the PlanNet HealthcareServiceCategory code system (http://hl7.org/fhir/us/davinci-pdex-plan-net/CodeSystem/HealthcareServiceCategoryCS).

The new HSD HealthcareService.type value set will include all codes in the Plannet HealthcareService Types VS (http://hl7.org/fhir/us/davinci-pdex-plan-net/ValueSet/HealthcareServiceTypeVS) which are derived from the Service type code system (https://terminology.hl7.org/3.1.0/CodeSystem-service-type.html).

In this case, for both of the new HSD HealthcareService value sets for category and type derived from the Plannet value sets, the bindings to these value sets will be example.

    Description

Code system and value sets from 211LA need to be crafted in alignment with 211LA IP requirements and any HL7 arrangement that can be defined.
