No mention of handling of individual providers

      Current requirements as reflected in the HSDS model do not reflect individual (human) providers. The (current) HSDS model contains information about organizations and the services those organizations provide at various locations.

      The Overview and/or Introduction sections' narrative content will be updated to clarify the purpose for the IG (provide a mapping between FHIR profile.elements and a reference model for human services directory content (Human Services Data Specification (HSDS) v.2.0.1). 

      If there is an additional requirement to include individual provider information in this implementation guide, this requirement can be submitted for future consideration.

      Additional profiles (e.g., Practitioner, PractitionerRole) are required to individual practitioners within the IG, which requires a subsequent ballot. If there is an intent to do so, this requirement should be considered within the context of the structure/content of HSDS and the mapping intent for this implementation guide.

    Description

      I see no mention of how individual providers are identified, represented or queried for in the IG. The 3 profiles do not show how an individual provider would be found or selected or how and individual interacts with its organization within this domain. What if a social sevrice provider is known to a person/patient - but the patient doesn't know their contact info? If Plan-Net Practitioner and Plan-Net role are intended to be used - this should be mentioned on the IG and how they are to be used in the Human Services Domain. If those profiles or base resources are not appropriate for some reason, there is still a need to be able to identify a person Human service Provider. I also suggest a Profile Relationship diagram to add understanding as to how the profiles (whether in the IG or in Plan-Net or US Core, etc) come together. The overall picture remains very fuzzy to me.
