If a dependent has a unique Identifier, it should be represented in the dependent element not identifier

      1) We will guidance to the Coverage profile that indicates that:
      Insurers may issue unique member Ids for dependents.  If they do, then the member identifier slice (see #2) should be used to represent that number.  Therefore, Coverage.dependent is not needed to meet this USCDI requirement: 

      Member Identifier: Sequence of characters used to uniquely refer to an individual with respect to their insurance.

      US Coverage sets minimum expectations for the Coverage resource. This means implementers can add the dependent element to meet their specific use cases.

      2) Will add a "memberId" slice to Coverage.identifier as depicted below:

    Description

      Member id is not a well defined term.  In insurance if have insurance like Medicare, you are always the subscriberId.  In many commercial insurances even with multiple dependents covered, the only number on the card is the subscriber id.  If each dependent is given a unique number, it should go in dependent.

      Also how would you know the identifer there is a member id since there isn ot a member id type defined?
