      Future versions of the RA IG will clarify that EHRs can directly implement the functionalities of the HDEA to meet the requirements specified in the IG. Alternatively, if use of an app is assumed, scope of the IG should be clarified to indicate what data exchange use cases would benefit from an application based architecture vs pursuing native FHIR approaches.

    Description

      While it’s indicated that “The healthcare organization is responsible for choosing/developing and maintaining the HDEA within the organization,” this component is expected to do multiple complex jobs and is poorly understood by some stakeholders based on feedback received during the HRSA UDS+ rollout and the ONC LEAP Grant CREDS POC.  Further work will likely be required to define roles and responsibilities with respect to this component for each Content IG/ use case, develop referenceable examples, and demonstrate how the HDEA can be implemented effectively.
