    Description

      Currently, the cardinality for the CQFM Computable Measure profile's stratification appliesTo extension is 1..1.

      According to the description for the CQFM Applies To extension, when used, this only applies to the provided MeasurePopulationType

      Both requirements taken together means that a measure would only ever be able to stratify one population within a group or multiple stratifications would have to be provided, one for each population within the group that needed to be stratified. 

      Based on discussions with Bryn, who submitted Support the ability to specify that a stratifier should only be applied to specific populations - Jira (hl7.org), this cardinality constraint does not meet the intent of the original request which was to provide the ability that can be used to stratify a population.

      Please update cardinality to 0..1 to allow for multiple populations to be stratified by the same stratification.
