    Description

      1. 4.10.10 Implicit Code Systems - declares that ConceptMap is intended to map between concepts defined in a code system - but ConceptMap maps between value sets. Similar comment made in https://jira.hl7.org/browse/FHIR-39265
      2. 4.10.10 Implicit Code Systems. The second sentence in the first paragraph switches topics to "conceptual maps" and its not clear how that relates to an implicit code system, nor why this section is in the spec. 
        1. If ConceptMaps can be used to map elements from one structure definition to another - an example should be provided. 
        2. Is this example valid (in the 80%) - is there a use case to subset for example a structure definition into a value set to define "conceptual" maps
      3. Suggest this section be re-written and be moved to a subsection of 4.10.11
      4. 4.10.11 The definition of an implicit ConceptMap is not clear. Is the intent that an implicit concept map is only between concepts within the same CodeSystem? If so, the text should clearly state that information. 
      5. 4.10.11 current text: If any ConceptMap resources exist with an identifier that conforms to the specified implicit concept map URL patterns,
        1. Suggested text: add an explanation of where the implicit concept map URL pattern comes from, as well as the template. Are they provided by the code system? Similar question asked in FHIR-39265 linked above.
