      Create an evaluate measure report type value set that includes subject, subject-list, and population and excludes the "data-exchange" code.  Bind the reportType "in" parameter to the new value set for the $evaluate-measure operation.  Add a note on the operation definition for $submit-data that the measure report is expected to return a report type of data-exchange.

    Description

      https://jira.hl7.org/browse/FHIR-33004 is a technical correction which was not applied. Need to consider that $evaluate-measure is not applicable to data-exchange code which is part of https://www.hl7.org/fhir/2022Sep/valueset-measure-report-type.html

      But data-exchange is a valid type for $submit-data operation.

      Consider additional value sets :
      1. codes subject, subject-list, or population applicable to $evaluate-measure
      2. single code "data-exchange" applicable to $submit-data (within MeasureReport parameter)

      Update OperationDefinition.parameter.binding as appropriate.
