How to record the use of agents such as tobacco or alcohol in MedicationUsage?

      Update the scope and usage to remove recording substance abuse.  It is only used to record the actual use of a medication.

      Indicate that alcohol (other than where prescribed) and tobacco use (other than nicotine patches, gum, etc) is recorded via an Observation.

      Prescribed Alcohol (for example in Long Term Care) use can be recorded via MedicationUsage.

    Description

      The MedicationUsage indicates in the Scope and Usage: "A MedicationUsage may be used to record substance abuse or the use of other agents such as tobacco or alcohol"

      But how to record that if tobacco or alcohol are not medications{} and MedicationUsage.medication has cardinality 1..1?{}
