Yes, there should be a means for a terminology server to declare that it provides support for an implicit value set URL pattern. There should be a terminology server support option. If there is an option to offer more support and clarity, this should be implemented.

As a FHIR receiver, having a supporting link may be useful as a secondary resource if questions arise.
